Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The United Nations Entity for Gender Equality and the Empowerment of Women, UN Women, has a mandate to accelerate progress on gender equality and the advancement of women's rights by focusing on the following priority areas: eliminating all discrimination against women and girls, strengthening women's economic empowerment, enhancing women's leadership and participation, integrating women into all aspects of peace and security processes, and mainstreaming gender equality into national and territorial planning and budgeting processes.
UN Women supports national institutions and civil society in implementing programs to promote gender equality, ending violence against women (VAW) and build the capacity of relevant institutions. These actions are deployed in the framework of the implementation of the Convention on the Elimination of Discrimination against Women.
In Morocco, UN Women has established a program of activities aligned with Morocco's national priorities and covering three of UN Women's strategic objectives at the global level:
1. Women's political participation and gender responsive governance
2. Women's economic empowerment and access to a stable and decent income
3. The fight against violence against women and girls
Reporting to the Programme Management Specialist, the Programme Analyst will provide support to the Morocco Country Office (CO) colleagues in incorporating monitoring and reporting into programme formulation as well tracking against Strategic Plan targets and the reporting of results to internal and external audiences.

Duties and Responsibilities

Provide technical support to the implementation and management of UN Women programmes related to gender equality and women’s empowerment
Provide technical inputs to the annual workplan and budget.
Coordinate and monitor the implementation of programme activities.
Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners.
Review, coordinate and monitor the submission of implementing partner financial and narrative reports.
Train partners on Results Based Management and monitor implementation.
Maintain relationships with national partners to support implementation and expansion of the governance and national planning programme;
Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.
Provide technical inputs to the programmatic and financial management of programmes related to gender equality and women’s empowerment
Monitor budget implementation and make budget re-alignments/ revisions, as necessary.
Provide technical inputs to financial reports.
Coordinate and supervise the activities of programme/project staff and consultants working as part of the technical assistance team.
Provide technical inputs to the monitoring and reporting of programmes
Monitor progress of implementation of activities and finances using results-based management tools.
Draft reports on monitoring missions, programme results, outputs, and outcomes.
Provide substantive inputs to the preparation of donor and UN Women reports.
Provide inputs to building partnerships and resource mobilization strategies
Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases.
Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles.
Participate in donor meetings and public information events, as delegated.
Provide inputs to advocacy, knowledge building and communication efforts
Develop background documents, briefs and presentations related to governance and national planning.
Coordinate and organize advocacy campaigns, events, trainings, workshops, and knowledge products.
Coordinate the development of knowledge management methodologies, and products on governance and national planning.
Provide technical inputs to the monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan
Coordinate with Programme Team to ensure data collection and analysis from field visits are coordinated and standardized across programmes;
Monitor data from partners/countries on a quarterly basis and provide inputs to regular management briefs to inform decision making;
Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required;
Monitor the spending of donor funds and other programme expenditures and disbursements;
Facilitate the reporting of results to internal (Senior Management) and external (Executive Board, Donors) audiences
Facilitate the process of the Morocco CO meeting internal and external reporting requirements and deadlines, including annual reporting process;
Contribute substantial inputs to donor and programme reports (both narrative and financial);
Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations;
Contribute to knowledge building and capacity building
Identify and disseminate good practices, lessons, and knowledge, as identified through programme implementation, monitoring and evaluation activities;
Contribute to the development of capacity development tools, including training materials and packages;
Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation among all staff members through communication, training, learning and development activities.

Required Skills and Experience

Education and certification:
Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
Experience:
At least 1 year of relevant experience at the national or international level in monitoring and reporting of development projects/ programmes.
Language Requirements:
Fluency in English and French is required;
Knowledge of the other UN official working language is an asset;
Knowledge of Arabic is an asset.
