NTU International A/S is leading a consortium for a new EU funded project Preparatory Study Energy under Cooperation Facility AAP 2023 - EGYPT NATIONAL HYDROGEN STRATEGY – IMPLEMENTATION PLAN and is looking to identify individual experts to carry out the assignment.
The aim is to provide the required information to support the GoE to plan the recommended regulatory and policy actions to enable achieving the potential objectives highlighted in the Hydrogen Strategy. The Consultant will use background analytical information from the Strategy as well as any incremental information available from the relevant Ministries and public entities in Egypt, as well as experience on international best practice, to develop the core parts of the implementation plan of the Strategy, focusing on regulatory and market framework development, infrastructure planning, local job creation, and financing support. The Consultant will be working under the EU and EBRD supervision and will closely coordinate all steps with the GoE
Location: Egypt
Duration: The intended start date is 30/11/2024 and the period of implementation of the contract will be 24 months from this date.

Qualifications and skills:
Minimum requirement - A Master’s degree (or higher) in Energy Policy, Environmental Law, Public Policy, Engineering, Economics, or a related field with a focus on energy regulation.Advanced coursework or certification in Energy Regulation, Sustainable Energy Systems, or Regulatory Compliance is advantageous.
Good command of English (CEFR C1) (minimum requirement).
Good command of Arabic will be a strong asset.
General professional experience
Minimum requirement - 12+ years of professional experience in the energy sector, with a focus on regulatory frameworks, policy development, and compliance.Experience in managing and leading regulatory projects, including developing and implementing regulations and policies at national or international levels.
Specific professional experience
5+ years of specific experience in energy sector regulations, including the development and implementation of regulatory frameworks for various energy sources (e.g., electricity, gas, renewables).
Direct involvement in policy analysis and development related to energy markets, including regulatory impacts on market dynamics, investment, and technology deployment.
Experience in developing regulations for Hydrogen is an advantage.
Experience with Egypt regulatory framework in Energy sector is an advantage.
Experience with international regulatory frameworks and standards, such as those established by the International Energy Agency (IEA), European Union (EU) directives, or other global energy organizations.
